If you are in the UK you will probably have seen this story Derek Twine, the chief executive of the Scout Association for the past 16 years, is to retire next year. The association said that Twine was expected to leave in the spring and the process of appointing a replacement would begin this month http://www.thirdsector.co.uk/news/1148167/chief-executive-scout-association-retire-next-year/ So do you fancy Job a chance to actually be part of making the scout association run, All those policies you feel are silly or overkill, it would be your chance to understand why they are there and maybe change them.
